Three new bylaws introduced in Smithers

Several bylaws were discussed during tonight’s (Tuesday) Smithers council meeting.

Three new bylaws were introduced covering the town’s water regulations, fees and charges, and highways.

While discussing water fees, Councillor Frank Wray asked how much water is used when accessed for non-emergency purposes.

“Businesses are metered; others pay flat fees. If it’s a significant amount of water, I’m wondering if we should be charging a fee to use the water from the fire hydrants,” he said.

Director of Works and Operations Chris Lawrence said there isn’t a current rate because there is a fee to use hydrants.

“Currently we don’t see a lot of water usage from the hydrants. We see local contractors using them but the reason here is to maintain some of the control over the utilization of the hydrants and make sure it’s done in a safe and proper manner,” Lawrence said.

Several fees in the new Fees and Charges bylaw were touched on by councillors.

Councillor John Buikema brought up the fee for hosting an event at Bovil Square.

The current rate is $6.59 for a half day and $13 for a whole day.

“It seems like a really small amount to use a facility for a half or whole day,” Buikema said.

Wray added, “I believe part of the rational for such a low fee was to get people using the square and to help turn the perception around of Bovill Square being a place you didn’t want to go to a vibrant public space.”

Councillor Sam Raven brought up how insurance and performers would need to be paid on top of renting the space.

The Highway, Fees and Charges, and Water Regulation bylaws will return to council at a later date.

Adopted at the meeting was the Mobile Vending Bylaw meant to streamline the process of having mobile vendors set up in Smithers.
